On April 26, the State Council announced on the 24th the "Detailed Rules for the Adjustment and Revitalization of the Textile Industry" (hereinafter referred to as "the "Rules"). The detailed rules set out a clear goal: by 2011, enterprises above designated size will realize an industrial added value of 1.200 billion yuan. The average growth rate is 10%; the total export value is 240 billion US dollars, with an average annual growth rate of 8%. And put forward eight major tasks and ten major policy measures.
Textile industry experts believe that the biggest highlight of the "Rules" is the new positioning of the traditional industry. The new positioning and recognition of the so-called "sunset industry" textile industry to the traditional pillar industries of the national economy, important civilian production industries, and industries with international competitive advantages means the textile industry to the national economy and society. Development is not optional, but very important. This provides a "policy guarantee" for the long-term development of the textile industry.
In anticipation of the 2010 target, the requirements for upgrading the industrial structure are clear. The "Rules" also proposed to achieve a significant optimization of the industrial structure. The situation in which the amount of fiber processing is growing too fast is clearly controlled. The proportion of fiber consumption in the three major end products of clothing, households and industries was adjusted to 49:32:19; the proportion of the output value of the textile industry in the central and western regions increased to about 20%. We will cultivate about 100 independent and well-known brand enterprises with strong influence, and the proportion of self-owned brand products will increase to 20%.
Second, the support for science and technology has improved significantly. Significant progress has been made in the industrialization and application of high-tech products. The proportion of textile technology equipment with international advanced level has increased to about 50%, the output value of new products has been continuously improved, and the labor productivity of the whole industry has increased by 10% annually.
Again, energy saving and emission reduction have achieved remarkable results. The industry's realized value-added energy consumption per year is reduced by 5%, water consumption is reduced by 7% annually, and wastewater discharge is reduced by 7% annually. In addition, substantial progress has been made in eliminating backwardness. By 2011, 7.5 billion meters of high-energy consumption, high water consumption, low-tech printing and dyeing capacity will be eliminated, 2.3 million tons of chemical fiber backward production capacity will be eliminated, and the backward production capacity of cotton spinning and wool spinning will be accelerated.
